Does it have anything to do with hybrid engine technology? For example a diesel-electric engine? It looks like late 1920s, early 1930s. It reminds me a bit of the Austro-Daimler Landwehr train by Ferdinand Porsche, which was much earlier.

It does not have anything to do with hybrid engines, AFAIK.
I believe the truck was a stock item.

The Canadian company Hayes-Anderson developed multi-trailer logging trucks which were able to run in almost a single track. Has this one anything to do with those?

I give you a hint. The truck is not manufactured in the same country as where the whole "combination" was made.
The picture was taken from an online source. The actual source is an original newspaper of the time.
