no BMW, no Velam. It´s a Romi-Isetta replica, from Brazil, but there are at last three makes of Romi-Isetta replica in Brazil. Which one is this? Locked for you 72 hours.

their website ( ::: link deleted ::: ) has in script on the upper left corner "Replica de Isetta" and in their gallery is nearly the same exact car (unassembled) that you posted.  According to their website, they sell a Romi Model and a BMW Model.  There is also a picture of three-wheeled English version, although there are no specifics.

In terms of replicas the only other company mention is the now defunct British firm Tri-Tech, under the model name "Zetta", sold a kit car or even an assembled complete BMW Isetta lookalike replica from modern parts

It´s nearly the same car because they used the same car to take out the moulds. But it´s another one, I have met the maker in an old cars expo. After someone solve this puzzle, I´ll give the link to the maker site.
