It translates more or less to:
Car (Lancia) from the coachbuilder company W.J. van Tright & Son, Badhuisstraat 42, Scheveningen (Near The Hague, JC), Netherlands, 1931. The car is a driving advertisement for "Electrolux" and therefore looks like a vacuum cleaner.
