It's the Saurer Model 288 prototype from 1980. The Monteverdi connection is indeed not reliable. The car was equipped with a Volvo petrol engine, axles were from Dana. About 25 cars were built, but as it was rejected by the Swiss army the project was abondoned.
Here is an earlier Monteverdi prototype that looks quite similar:

I have read that this car was also known as Saurer F006. I write it here so that others will find it if they look for it under that name.
