Found the same pic on another site.
Dry lake racer 36 Cord by Tom McLaughlin, It was converted to rear wheel drive (as the stance in the picture would indicate), and no longer running the Lycoming engine, but a Mercury flathead(1950) and a 270 GMC Six (1951). In 1952 it held class B records and was owned by Don Mongomery who replaced the engine at least twice once with a Buick straight 8 and again with a GMC 292 six.

Here's the info I found, indicating this is the car in its later GMC-powered configuration:

Don Montgomery's GMC poswered Cord 810. GMC engine, Dodge front axle, Pontiac rear axle, Buick transmission. 298 ci engine had Howard 12-Port aluminum head, fabricated six-carb manifold, Howard F-6 Camshaft, Venolia pistons, and a Scintilla magneto. Ran 107.41 at Pamona, and 135.338 at El Mirage, settin a B-Sedan record (1953).

As you say, originally built and run on the dry lakes in 1950 and 1951 by Tom McLaughlin
