It is, indeed, a proposed facelift for the Kaiser Manhattan for 1955.

Not exactly another Carleton Spencer and I imagine they would have kept with that tired flathead six of theirs too.

Not exactly. It is a proposed Kaiser facelift by James Anger, but it was done around 1960 for the Kaiser Carabela built by IKA (the Argentinian wing of Kaiser) after US production ended. A facelift proposal by "Dutch" Darrin was also considered (see picture). However, the low production volumes of the Carabela didn't justify the costs of tooling up a facelift and the Carabela was discontinued in 1962.
