I think it were the Ammon brothers and a Mr Lienhard who built it from 1945 to 1947, but that's close enough for me. Another point to you.

Bereits vor dem Zweiten Weltkrieg soll ein Vorarbeiter der Carrosserie Langenthal mit dem Aufbau auf ein 1937er-Chassis der Traction Avant 11BL – L steht für légère – begonnen haben. Während der Kriegsjahre soll er sein Vorhaben aufgegeben haben und das Chassis samt Teilen landete auf einem Autofriedhof bei Solothurn. Dort fanden die Brüderpaare Rudolf und Werner Ammon und Alexander und Walter Lienhard den Rohstoff für ihren Traum. Sie brachten das Fahrzeug nach Herzogenbuchsee und bauten in den Jahren 1947 und 1948 ihren Liam Torpedo – Liam setzt sich aus den beiden Nachnamen zusammen. Ihr Produkt ist zum veritablen Roadster für hartgesottene und wetterfeste Fahrer geworden. Nach der Restaurierung im Jahr 1979 durch Rudolf Ammon jun. gelangte der Liam Torpedo ins ehemalige Musée de l’Automobile Muriaux bei Saignelégier, wo er während mehrerer Jahre zu sehen war. Der heutige Besitzer hat mit dem Liam weite Reisen unternommen, die diversen Aufschriften auf der Karosserie erzählen davon."

I saw that car this summer at Basel´s Pantheon.
The wheels of the puzzle pic car looked better in my eyes...
