Are you sure that it is another device? The car's numberplate is the same as in the puzzle picture ...  ;)

London trams had a device to scoop up someone who would otherwise be run over. Can't find a good picture so this will have to do:

Similar principle to the old American engines with cowcatchers.  Trouble was, they only pushed things to one side rather than actually scooping them up like the ones on the car!
