This has been hard to track down, but I found the first photo below, which very helpfully has a Venezuelan flag hanging next to the car.
So it seems that this is the ill-fated Venezuelan entry in the 2007 World Solar Challenge held in Australia, the course starting in Darwen and ending in Adelaide.
The team was called USB Solar, USB being the Universidad Simón Bolívar of Caracas, and I think the car was called Araquaney CS1. Unfortunately, though the car and team arrived in Darwen, the battery packs, which were essential to the car's function, managed to get stuck in transit in Memphis, USA, and did not arrive in time. The New Zealand team offered to lend batteries, but they were not compatible, and the Venezuelan team were unable to compete, and had to transport the car to Adelaide on the back of a truck.
