It is an Alveras from Belgium based in Condesa design from the Spanish CBA (Compaņia Balear de Automobiles) using the 2CV mechanicals

It's worth noting that original version of this car is the Siva Parisien, designed by Neville Trickett and offered as a kit in the UK from 1972 until 1977.  The car was revived briefly in England in the 1980s before then moving south to Spain as the Condesa, and then heading north to be made in Belgium as the Alveras.
A car is for life, not just for Christmas.
