Was the special purpose related to a new (or not prevalent) manufacturing technique?

Nothing so sophisticated!
More an idea than anything technical.

Ford Mustang II body variation?

Not a Mustang, no, although the period coincides with Mustang I's introduction.

Some slight hints of the Maverick, here and there. Perhaps they were going to emulate AMC and chop a Maverick to make the Pinto?

And incidentally this car pre-dates the Gremlin by some 5 years!
Maybe the Gremlin wasn't so novel after all...

Running out of "special purposes".

A World's Fair, or similar exhibition?

No, it wasn't built for any show or exhibition but as a genuine proposal for a Ford model.
OK, it had a name (which I need), but it also was meant to be Ford's Something Car, following on from the Hummingbird project of 1963.

I want to call it (based on memory alone) the Ford Colt? (and add that it was a 1964 continuation of the previous year's project "Hummingbird")

Yes!  Tuckeroo's got it right!
It was the Ford Colt, Ford's idea of a World Car!
Shows how much Detroit execs at the time knew about what the rest of the world might want from a car...

Here's an unmodified picture of it:

A quick perusal of this site shows this affliction is not limited to Detroit.  ;)
