My source reports it's a Ghia threewheeler design study from 1961. Could it be Tom Tjaarda behind?

There is a site, with the same picture and it is reported that this man is indeed Elio Basano, as Allemano wrote...I have a couple of pics, but nothing more.
The picture itself is labelled "Elio Basano".
