I am now intimately familiar with the history of Fernando Poo (Bioko). I have seen a lot of photo albums depicting life, cars and history of the island.
You said that the photo is from the web. Is it from a Bioko-related page or a page on interesting cars?

This pic cames from a blog-forum about cars, and it is part of a magazine's page and the article says:
Car designed and coachbuilt in Fernando Poo
This picture shows the touring car entirely designed and coachbuilt by  ??? ???, in  ???  in Fernando Poo. The car is built aroud the chassis of an Austin  ???,  ???HP, and is equipped with an hardtop. The creator of this car realized a design with acceptable lines in the modern concept of coachbuilding.

This pic is scanned from an article (that I cut) taken from a spanish forum, quite known, where I took other puzzles already solved.
Unfortunately I can't find back that page anymore, so the only reference it's that article, that is complete and detailed.
