From the grill and the 3-lug wheels, I'm going to go out on a limb and say it's an early prototype of the Citroen Mehari.

you are right that it's got a Citroen origin and it's certainly pre-Mehari. But I'm going to need a bit more ID for the point...

I believe this is not the Baby Brousse but it was probably the inspiration for it.
It's creator was Maurice Delignon but as far as I know it has no specific name.

Yes, well done, this is Maurice Delignon's 2CV-based prototype from the Ivory Coast which can be seen as the precursor to the Baby Brousse.
