The closest I have come up with so far is identified as an 1894 Balzer.

1894 American car companies I have found:  Balzer, Duryea, Haynes, Golden Gate, Loomis, Pennington, Sweany, Roper, Morrison, Immisch.
I have become completely exasperated and am officially giving up. Maybe this list will help someone else, if not pointing to what it is but to what it is not.

Balzer, Duryea, Haynes, Golden Gate, Loomis, Pennington, Sweany, Roper, Morrison, Immisch, (and I didn't mention) Black, Hartley and Pope.
As adverse as I am to guessing(not to mention that I have no luck with such behaviour), at this point I am throwing caution to the wind and guessing that your drawing is that if a Sweany Steam Carriage.
I will guess something else later.

Normally I might move to the Pros by this time but this is so close to being solved that I think the Experts can finish it off.

One note I think I should make: Based on what's written about this car (assuming my source identifies it correctly), I suspect that the artist made the tires look thicker than he should have.

That's the correct make, and having gotten that far you should have no trouble finding the model.

Apparently, this E.J. Pennington was quite a character. Naturally, he was born in Indiana (I should have guessed him a Hoosier right off the bat).

Anyway, there is one actual Pennington car that exists. It is in the British Beaulieu museum and is from 1896 and simply called the Autocar.
At the time he was trying to shill his idea for a motorcycle (a term that many credit as his invention), he was also pushing a four-wheeled vehicle named the "Victoria".
I suspect that is what you are looking for.

Pennington Victoria it is! This contraption was made of two ladies' bicycles held together by a platform which housed the operating parts. It's because of the "bicycle" part that I think the drawing's tires are too thick.
