First of the 'Portfolio Ferraris': the Ferrari SP1 commissioned for Junichiro Hiramatsu and finished in 2008.

But the puzzle asks for who designed and built it, which I need before the point is earned.

Leonardo Fioravanti did the design and assisted with the building of the car too.
It was carried out by Ferrari themselves.
