It is a Dutch one-off from around 1988. A particular source goes in depth with the car. Unfortunately, I am at work and don't have the source at hand. I already told to much now.

Its the Dutch home built PHANTOM by de Vries from Huizen finished in 1988
At first it was VW engined and had Daf variomatic drive. later it was also Daf engined
