That is indeed what it is.  Or rather I think it's the original prototype of what went on to become the replica 1934 Frazer Nash, amazingly built around VW Beetle running gear!

Amazing what people will do!
It must combine all the worst features of a 'Nash without a single one of its redeeming features, not even the appearance.
Since everything about the KDF-Wagen design was so completely different from the (albeit contemporary) Frazer Nash a VW was quite the wrong thing  to base it on.
