Yes, the car was built in Australia. However, do a misspelling of 'Wylie' on the site where I sourced the pic, I found virtually no information on this car. Using the correct spelling you provided, many sources verify you are correct. Being built around a Jowett powerplant, I don't feel badly about my clues.

Arthur Wylie (30/7/11 to 26/7/97) never owned a Jowett Jupiter. But his own-designed own-built super-charged Javelin-mid-engined single seater was a F1 car of advanced design which was constructed before anyone knew which direction F1 was headed. It was designed in 1949, running in 1950, exhibited in 1951, racing in 1952. In the Australian GP of 1953 the car finished 9th from a field of 40 starters. In the Victoria Cup of 1954 it spent most of the 64 laps ahead of Jack Brabham, easing back three laps before the end due to tyres being down to the canvas.
