Looking at it again, I'm not so sure its a lownose.

He shaved the eyebrows over the wheels, and that might be throwing me off...

But it is for sure a Sprint Speciale.

Yes it is based on that, but that bit is fairly obvious!

Yes.  It was apparently commissioned by Alfa Romeo themselves to compete in the SCCA National Championship in the USA and they supplied the Sprint Speciale chassis to Zat.  Don't know how successful it was but sure someone does!
