It is a Rover prottype: The Austin AR6-based MG Midget mid-1980s. It could be a Roy Axe´s atempt for revaival the MG marque. Using the AR6 as a base, the design team was tasked with producing a spritual successor to the MG Midget.

That's right.  AR-6 was of course the proposed Metro replacement.
