It's a derivative of the Stimson bug: the CS+2 that was offered for sale in the early eighties.

You're both right really so have given you both a point!
The picture is actually of a CS+2, which was the name it was sold under after the project was sold by Mini Motors of Rochdale in 1982.
Since they all look pretty much the same, however, I can't say pnegyesi is not right so you both score.
