What is this?
Make, model, year, coachbuilder and what it was specifically built for.
Two points here - one for the vehicle details and one for the purpose.

Make looks like a Bristol?

I would have a guess for the use as a safari vehicle?

Sorry Giles but not Bristol - wrong country and it's not for use on a safari.

Clue - Guess the country and you are some way to solving the purpose!

No Closer to getting the make - but I would guess its intended use was for somewhere in the south of france. (seeing as the north shares its climate with the UK!).

Unfortunately the photo shown does not really show the front of the car (I didn't crop it).
Perhaps the style of wheels may help?

Clue - it was used specifically for a sporting event in France

I keep thinking the thin running board has something to do with it. VIP Car with space for bodyguards to ride on the side?

You are partially right but more of a support vehicle for a specific event.
I'll lock this aspect of the puzzle for you until your next reply.

Okay - open to all again.
Not regates or parades.
Think of a major event that still takes place in France today and uses cars as support vehicles.

Yes - you've got it. I'll award you the point as soon as the puzzle is solved.
Now all I need to know is the car details now for the other point.

Anjou (model 2050) yes!
I've decided to award you another point for getting Hotchkiss Anjou.
Open to all now for another point for the coachbuilder.
