Quite frankly I don't have enough information to know what this car may have been based on or whether it was constructed from scratch. There is something different about the engine though.

1983 Jolly three-wheeler from Italy ; perhaps Fiat 126-based, but diesel-engined.

Here's a rear view in colour.

Thanks Djetset - I'd never seen the car from the rear!
The body is definitely derived from a Fiat 126.

Looks like a fiberglass body using Fiat 126 doors, windows and lights.

It was built by RP from Perugia, with a Ruggerini diesel engine (1080cc, 22cv).

It did indeed use Fiat 126 rear side windows and lights in its glassfibre bodywork. My info is that its Ruggerini diesel engine was either 756cc or 856cc (chosen for licensing and tax reasons).
