It's Dutch and has been mentioned in a book as Kielstra.

It is the Kielstra (T-Bar), made in The Netherlands and based on a 2.8-litre Ford Granada.  Well done DeAutogids, with your 20th point you have finally reached Expert status, so no more Rookies puzzles for you I'm afraid!  ;)

This car was built in 1992 by Harry Kielstra (based on the Ford Granada 2.8 ) and was officially named Kielstra HCB.
