This would be the Subaru Gyronaut X-100, designed by none other than Alex Tremulis.  It could go over 100 miles per hour on just 27 horsepower.  It also got well over 100 miles per gallon at 55 mph.  Here's Alex Tremulis and his adoring wife Chrissie celebrating the feat at the Ontario Motor Speedway...

was Subaru involved officially, or did Tremulisjust just use a Subaru drivetrain?

This was a Subaru project.  Tremulis was a consultant to Subaru of America for much of the 70's up to the mid-80's.  The Subaru Brat was an Alex Tremulis design, as well...
