Those are VW wheels... I would say its a some Brazilian ( South African definitely ) VW Gol prototype, late 70's....

I'm amazed this has made it up to the Pros as I thought it would have been solved by now.  As it hasn't though, what is it Pros?

Yes it is, you have the point.  It's one of many Ford styling proposal mules presented at a consumer clinic in 1977 for the first of the front-drive Escorts.
