 - I think the body was built by Jeffrey Bros. in Derbyshire UK around 1948

Yes, that's about the gist of it.
It's based on a 1933 Alvis Crested Eagle, which was never sold but kept by Alvis until 1946, when it was sold to Paramount Cars in Derbyshire.  They rebodied it around 1946/48 with the body you see here, possibly as a prototype for a future model which never came about.
