It could be a Zastava, a Fiat-Concord, a Neckar... but yes, it's indeed a 1300 or a 1500 made by Fiat in Turin.
My suggestion was to fix first of all the base, just to avoid some wrong clues (it means something...

). So, as it's just a fifty-fifty guess, I told it you: it's a Fiat 1300.
