This car was shown at the Turin Salon in 1971 by a Belgian firm.
My source (Quattroruote) does not mention the name.
Since it was from Belgium and also a Buggy maker, (and Otto wrote that the ones in the backgroud could be possible of the same maker) and since Apal was mentioned right above with a different buggy, I have 2 choices: Ritter and VanClee: the time should be right for a Ritter (1972-1973).

The caption for the photo says it was built by Apal, and designed by a gentleman you have not named. Locked for you for 24 hours.

No need to keep it locked, since I won't be home for some days and I can't look for the name.
Ritter worked on Apal chassis too, so if it's not Claude Thiry, what about Henry Rimbaud?
(taking for granted that is not Perry)

It was designed by Philipe Jehgers for Apal and was powered by a Honda 250cc motor-cycle engine.
