No, not an auction. This car is actually an exact replica, because the original doesn't exist anymore (like the Benz-Motorwagen replicas for example).

So, precisely speaking, it's not a pre-1900 car actually :) But the original was.

Yes, it is L'Eclair, or more precisely its replica. You get the point, although it wasn't a modified Panhard-Levassor.

The Eclair was a heavily modified Peugeot, equipped with a Daimler boat engine and Michelin pneumatic tyres. The Michelin brothers decided to build it (and two other cars, nicknamed Hirondelle and Araignée) because they couldn't find anyone to use their new invention (pneumatics) in racing. The Eclair took part in 1895 Paris-Bordeaux-Paris trial (the two other cars were also entered but didn't make it to the start line). 12 cars started, 9 finished, L'Eclair being the last of them. The sources differ in opinion whether it was classified or not (it supposedly exceeded the 100 hour time limit because of numerous tyre changes, each of which took 2 hours).
