NO idea what it is ... but, in some respects, it looks like a Ford Pinto and a Cadillac Eldorado combined themselves....lol.

I thought I've seen about everything Cadillac  :-\
This has more '63 than '64 styling cues. The 2 years are often confused.
I believe this car started off as a 4dr.Sedan DeVille. The front doors are welded shut, and the rear doors have become the only doors...assuming the whole thing isn't some fiberglass contraption.
The rear wheel arches are Eldorado like for the year as knightfan suggested.
There's something funny about this pic. Maybe a clay model?
Something about it says it's not a real car.
Look behind the front wheel into the wheel tub. If this were a real operable automobile, you wouldn't be able to see all the way through the wheel tub to the other side.
That's all I got.   ???

It is a model (most probably a clay one) circa 1963 photographed at the GM Technical Center to look like a full-size car.
It was part of an exercise into using V12s and V16s in Cadillacs.
They were not designs for production but to make a statement about where GM was going with the image of Cadillac.
Part of the impetus behind this was to counter Ford's Continental MK II and part was to show what would be in the upcoming Eldorado.

Perfect and very complet answer, I'd say. Let me check  what I exactly had and I'll give you your point.

EDIt: It's a mock-up for a V-12, according to my source (not a fully reliable one, I'm afraid).

But on that source I found those other cars: among them one exactly fitting this line ...open V-16, wore "Cyclone" badges, and had a plethora of hood air intakes...
