And yes, it is a one-off

Any possibility that it's from Chicago by Joseph Neidlinger, Kaiser-based, perhaps?

This car is called the Rogue.

It was constructed by Robert A. Monroe of New York City NY with the help of Alexis Dowydoff.

Based on a 1937 Dodge chassis, the car incorporated parts from many different US makes.
Steering - Chrysler
Brakes - Auburn
Wheels - Cadillac
Fenders - Oldsmobile
Grille - Plymouth
Windshield - Cord
Bumpers - Frazer
Transmission - Cadillac
et., etc.

Engine is a V-8 Cadillac with an output of around 200 bhp.

The Rogue was completed in 1950.

Haven't searched for it on the web.
Found it by chance in a US book cum magazine of the 1950s when I was looking for something else.

The instrument panel looks to have come from a Cord 810.
