This looks like a Clyno, a British marque which was only made between 1922 and 1930, but which was very successful at the time, with over 40,000 cars being produced.
I think this is one of the deluxe saloons known as the Clyno Royal, and it can't be earlier than 1926, as that's when front-wheel brakes became standard. After a brief search, I think that is in fact the correct year for this car.
