The fender peaks look like something Bill Mitchell would draw...if not him, Ned Nickles maybe.  My two guesses would be proposals for the '59 Buick (but it almost seems too early for that), or the redesigned '54 Buick, since the hood is down between the fenders.

Year is unknown (though I expect it's early '50', not late). However, neither of those gentlemen produced the illustration pictured.
