Is there a Recumbent Bike under there?

I've found pics of Recubent trikes that would fit under that bodywork, so I'm guessing that's it.

Havent found the identity of this particular one, though...

Francesco Russo wants to break the record for the fastest human powered vehicle. To do just that, he had ganged up with designers Hersteller and Farher to build the very sleeking looking Ristretto. This speed machine is long, low, fast and more importantly pedal powered. "Hersteller und Fahrer" would be German for "maker and driver", so I doubt this would be part of the name

I agree. Search online and you will find Russo described as "designer, builder and rider".

I'm guessing it's a mistranslation of information from Russo's website - excerpt below.
