It's a Revington Triumph TR Italia from around the turn of the century.
Although it's a proposal for a series of reproduction Italias this particular one is the prototype and I believe uses a genuine re-built late 1950's Triumph Italia body.  I'm not sure about the mechanics - they are Triumph but whether they are restored original TR3 or TR4 parts I don't know.

That's correct Carnut.
Revington also converted/constructed Triumph Le Mans replicas.
Neil Revington was the man behind Revington TR Ltd. based at Middlezoy, Somerset.
How many Italia replicas have emerged is unknown.
