Small wheels = very limited ground clearance, and apparently leather-shod tires leads me to believe it was for inside-the-palace use only, circa.... early 1800's?

The Herrenchiemsee Palace built by Ludwig II of Bavaria on the Herreninsel near Prien was modelled on Versailles.

Here we are! And as Tom_1 has also mentioned "Friedrich den Großen" I´ll award you this point.

This was a vehicle, built for one of his sisters to be hauled throughout the palace and its huge park areas.

I´ve got no further information if men or some smaller animals have towed this strange thing...
