Found it! Its the iEV Ariana 792 by Iranian designer Jamshid Arian. He used to be based in Australia and now he's in Germany. I knew I had seen this microcar before but couldn't place it; I have located it now because it turns out I had the iEV2, a more recent creation of Arian, in the pipeline as my next puzzle.

The company (iEV Motors) has moved to Denmark as of 2019, but it seems this particular vehicle was built in Iran circa 2001-02. From the company's website:

This vehicle appeared in a previous puzzle back in 2010. A search probably failed due to the difference in spelling, the correct spelling being "Aryana" with a Y.
