What car is this based on, what body does it have and the key question - who built it?

Well the body is, of course, a microplas mistral, and for some reason I think it might be sitting on a Triumph TR chassis....

Correct so far Barrett - it's based on a TR3 chassis with a Mistral body.
I just need to know who built it (the car is usually known by his surname)

This car was entered in the Historics auction at Brooklands this weekend (26th May).  I don't know how it did.
It was described as a "1967 Triumph TR3/4 Mistral".

Apparently it sold, I believe for £9143 including fees.
