This is one of the last incarnations of Jim Hurtubise's front-engined Indianapolis 500 car, the Mallard.  Originally built for the 1968 race for himself and Elmer George, Hurtubise carried on with it for several years.

Finish it?  Umm,in the engine bay was either a turbocharged Offenhauser or a case of Miller beer.  Failed to qualify in 1967 but qualified 30th, and finished 30th in 1968. Never qualified again. Sadly, by the end of the seventies, it was all a joke.

The year looks like 1971. And, the facilities appear to be Pocono?

I have found other photos of a front-engined roadster named Hurtubise's Mallard. They were taken at The First Pocono 500 - July 3, 1971, It was also the last time a front-engined roadster (Hurtubise's Mallard) raced in a 500 mile race. I think it is the same car.
Other photo of a scale model car.

It is indeed that car, as ID'd over a week ago. The missing piece is where and when this picture was taken.

A wild guess, I think this photo was taken before the 1971 Indianapolis 500, held May 29, 1971 at the Indianapolis Motor Speedway.?

Jim Hurtubise stands next to the Miller High Life sponsored turbocharged Offy powered Mallard at Ontario Motor Speedway on September 5, 1971. He was to slow in the car to qualify for the race. Louie Senter sponsored the car and tells the story about USAC being upset about the headrest fairing and wanting it removed because it was shaped like a beer bottle. Basically Louie said no way and they relented.
