The car appears to be a British Motor Corporation (BMC) ADO16, that is the series that included the front-wheel-drive Morris and Austin 1100 and 1300, along with other badge-engineered models.
I presume this is a styling prototype that never made it into production. The layout of the headlamps, sidelamps and indicators is slightly reminiscent of the Mk 2 Ford Cortina, so perhaps this is by Roy Haynes, who moved to BMC from Ford in the mid 1960s. He also designed the Mini Clubman, which also has vaguely similar frontal styling.
