I think the Indy roadster in the background is an Epperly, so is this a Novi?

The picture was indeed taken at the wonderful Indianapolis Motor Speedway museum. But it is not an Indy car motor.
It is a fuel-injected 283 out of one of the 1957 Corvette SS's built by Zora Arkus Duntov.
The motor is no longer on display(I stopped by today) but one of the 'vettes is.

The brand of engine has been ID'd, and the location of this display was also correctly identified above. A little elbow grease earns this point.

I haven't been able to find it on the web. 
You know, when the guys at IMS gave me that info, it didn't sound like what I had read on the plaque but, I figured, they should know.
The motor is no longer on display and getting access to the basement is tough.  I haven't really tried yet.

I have found the same photo but in colour and it was defined as Chevy 427 SOHC V-8 and it was taken at Indy Museum
