Of course it's American—it's a dragster! Probably top fuel.

With the rear-engine configuration, I'd guess it's after 1970. But beyond that, I haven't got a clue. Great find!

drum365 is right, it is a dragster. But since the driver's over the rear axle, the engine can't be mounted there.
