Is it a Spanish company with international locations or the Spanish division of an international company?

*sigh*

I found it!!! Cemusa, a division of FCC  introduced the Episol in 2008

The 2008 Madrid International Motor Show that took place at IFEMA from May 22nd to
June 1st was the venue selected by Cemusa to unveil the EPISOL - Vehiculo
Electrico de Pila y Energia Solar. (Battery and solar- powered vehicle.). A firm
commitment to sustainable transportation is part of the company’s larger strategic
objective of developing green initiatives in the localities that it serves.
The constantly growing social pressure to develop green, non-polluting vehicles is
the reason behind this search for cleaner forms of energy. In this sense the
‘combustible battery’ is the best response to this increasing demand. The battery’s
full potential has yet to be reached, thus the need for the thermal power
hybridization.
Cemusa, with the support of research centers INSIAQ-UPM (Instituto Universitario
de Investigacion del Automovil) and IAI-CSIS (Centro Superior de Investigaciones
Cientificas) have been involved sin reservas in the design and construction of this
ecologically sound, light-weight electrical hybrid. The Hybrid will be developed
over time in 2 phases. In the initial phase power will come from the thermal motor,
and subsequently with a rear section containing the ‘combustible battery’. In both
cases solar panels will be present to generate additional energy.
