There isn't a radiator, and that seems a V6 engine.

Looks like a 3 cylinder engine - could still be water cooled as the pipes seem to be in place it is just missing the rad.

I'm guessing this is a test bed for the engine.

3 cylinders suggests it might be a Wartburg engine.
