I recognise this, as I saw this picture on a Brazilian forum, which only identified it as a WM II, made in Brazil. I searched around for this, and found that the maker is called Polistylo, but I haven't got any more details on the car. I assume it is Volkswagen based, especially from the camber of the rear wheels. Presumably it has just been jacked up, then lowered, but not yet moved to allow the rear suspension to settle.
