No, but you are right about the part that somebody died there in a car crash.
It was no moviestar though. It was somebody of importance in the auto industrie.
That is why it is a historic automotive monument

There's a monument on the road near Duppigheim in Alsace, where he was killed.

Yes! you have found the correct answer.
On the 11th of august 1939 Jean Bugatti crashed near Duppigheim while test driving a Bugatti 57C. He crashed into a tree while trying to avoid a drunken bicyclist.
He was only 30 years old.
