I know! - that was why I stupidly suggested Trabant on the spur of the moment!
Perhaps if the country where it hails from can be established then we can make some progress.

Well i didn't find it on the Internet but I think this may be the U-1 prototype built in in 1954 designed by Erich Ledwinka

It is indeed the Steyr-Puch U1 prototype. I'm not sure if it was built in 1953 or '54, as the project was started in 1952 and the second quite different U2 was built in late '54.
This was the first prototype for a Steyr passenger car, two others were built before they decided to use the Fiat 500 bodyshell. this one had a motorcycle-derived two stroke engine that I believe was different from the motor they ended up using in the production car.

I actually wrote 'Fiat 500' for my Reply #27 but changed it to Messerschmitt on a whim before you'd seen it.
Now I understand your comment about most people being wrong about it if they thought it was a Fiat!
