I thought it was a trick photo but there are 4 legs coming out from under the rear body...

There are indeed four legs, and it is (was) a dog!

Not a clue but a quick google search has found several other dog powered vehicles!

Probably a punning name - but it would depend on which country it came from.

It was more of a classically-based name than a pun I think.
